It's like saying piracy is not a crime, because it's the developers' fault that a game can be cracked and played normally. The only problem i see is that you cant really differenciate between an actual cheater and someone who unlocked DLC's because in the game they have the same CHEATER tag. On the other hand u have real cheaters who drop hundreds of bags in your game or have godmode.

Its not a cheat and it doesnt give them any unfair advantage they are just flagged as cheaters because thats the way the developers deal with them. If someone illegally unlocks all the DLC's than thats the developers fault that its actually possible to do so and still play the game normally.
